More than a few obstacles stand in the way of Mayor Antonio Villaraigosa's plan, unveiled with some fanfare last month, to blanket all 498 square miles of Los Angeles with wireless Internet access by 2009.

But let's assume the mayor can work out a deal with EarthLink or another service provider — as San Francisco, Houston and Philadelphia have done — and put a plan in place that would allow anybody within the city limits to open a laptop and surf the Internet either free or for a modest monthly fee. And let's assume that the service proves attractive even if, as some critics have pointed out, it's little more than a faster, large-screen version of the access we can already get on cellphones and BlackBerrys.

What would it mean as an urban phenomenon, for the way we experience the city and interact with one another? What would a wireless Los Angeles look like?

San Francisco’s budget analyst estimates that a ubiquitous San Francisco Wi-Fi network could be built and operated for one year for $6-$10 million. Ongoing maintenance and operations might cost $2 million a year, and equipment/technology replacement might add another $1.5 million annually. That’s less than $30 per household one time ($10,000,000/360,000 households) and less than $10 per year per household for ongoing operations, maintenance and technology upgrades – for an outdoor solution that could equally serve all citizens and guests all year much better than dial-up services! That’s an incredibly cheap and efficient use of public Wi-Fi spectrum, and it overestimates the costs and does not count the benefits of a truly public network.

New Report on Municipal Wireless

The Institute for Local Self-Reliance has just published a new report called “Localizing the Internet: Five Ways Public Ownership Solves the U.S. Broadband Problem,” arguing for municipal ownership of new wireless and fiber optic networks.

The argument is persuasive. There is clearly a need for more aggressive public involvement in broadband depoloyment and the affordability of wireless is a great opportunity for that. Giving this opportunity over to private corporations is double the loss.

Budget and Finance Committee hearings are underway with Supervisor Ammiano requesting information on assests, needs and wishes from over 6 departments.  Plans to connect fiber to city facilities are underway along with proposed budgets.  Digital Inclusion framework is being developed by the community; a true grassroots effort.
